As the primary unit of the Philippine Coast Guard enforcing maritime environmental rules and regulations, MEPCOM is responsible for the preservation of our marine resources and ensure a clean, safe and healthy marine environment. With the passing of RA 9993 of the Coast Guard Law of 2009, our mandate is now stronger and it comes with it greater responsibility. This lies in the shoulder of its Commander, COMMO LUIS M TUASON JR PCG, as the prime mover and catalyst of change and development in this Command.

The Marine Environmental Protection Command is mandated to prevent and control/mitigate pollution at sea, rivers and tributaries in order to preserve healthful and well-balanced marine resources of the country. It is guided by several laws such as the Presidential Decree 600 or the Marine Pollution Decree of 1974, PD 602 that created the National Operation Center for Oil Pollution (NOCOP), and PD 979 or Marine Pollution Decree of 1976, which provided for the revision of PD 600, stipulating the primary responsibility of the PCG in the enforcement of laws, rules and regulations governing marine pollution, in coordination and cooperation with the National Pollution Control Commission (now EMB).

MEPCOM’s advocacy is the protection and conservation of marine ecosystem and habitat for future generation. These tasks are carried on through the dedication and commitment of a remarkable leader. He is guided with the Coast Guard’s 5P’s namely: Presence, Preparedness, Partnership, Professionalism, and Passion to Serve.  With 27 years in the service, COMMO TUASON PCG has received numerous awards and medals. He attended the prestigious World Maritime University and is listed as one of the Pool of Competent Persons of the International Maritime Organization and participated in numerous leadership and marine environmental protection-related workshops here and abroad.
